SUPREMA (acronym of Russian «System for UPRavlenia (English equivalent is ‘management’ or ‘control’) of REgion based on the Multi-Agent technologies) is a name of the e-government system developed and installed in Samara Region.  The strategic objective of the system is improvement of the life’s quality, expanding of the human rights and opportunities due to better availability, openness and personalization in government-to-citizens interactions.

The Customer of the System is Ministry of Health and Social Service of Samara region. End users of the services provided by SUPREMA are: 1) citizens of the Samara region, firstly who need social support and assistance; 2) government structures; 3) commercial organizations.

The following principles form the basis of the System:

- Openness. System is open for the continuous updating and addition by the new knowledge.

- Personalization. Services are being provided to the citizen in accordance with his/her individual status, needs and interests.

- Relevance. User gets only information relevant to his certain situation and question.

- Availability. All citizens of the Samara Region including them of all who live in the most remote areas have access to System. As a result, there is the remote service providing (especially in countryside) allowing to relieve citizens of trips, circulations on instances and idle standings in the turns.

 - Easy-to-use user interface. Friendly user interface provides ability to use System to any citizen without advanced skills in information technologies and legislation.

- «One window» principle. System allows to get services (related to information, payments and communications) provided by various organizations, at the same place.

- Information Security is guaranteed by System.

- Easy-to-duplicate principle. System design and architecture allow easy duplication and introduction in other regions. This process does not need big amount of labor and material resources.

 

System has been awarded by many Russian and International prizes and diplomas. In 2002 SUPREMA was officially recognized as a winner of «Electronic Russia 2002-2010» Federal Program. In 2005 System won Gold Medal in International Salon of Innovations in Bruxelles. In two years, at the Sixth international Conference on problems of multi-agent systems AAMAS-2007, System was included into a three best project in the world. In 2008, System was awarded by the Gold Medal of VIII International Salon of Investments and Innovations in Moscow. In 2008 System also won the first place in a nomination «Software for a government sector» at Russian «SOFTOOL: the Product 2008» competition.
