Social card grants access to additional features of the e-government system. This is named plastic card issued to citizens of the Samara region for free. It contains complex of important data about the cardholder, in electronic form.
The main objective of the social card is granting to citizens of the personalized information about their rights and providing of the comprehensive support of realization of these rights.
Social card introduces expanded opportunities of direct interaction between citizens and regional authorities using Internet kiosks placed in public places of Samara region.
Special technologies guarantee confidentiality of the cardholder’s personal information, security of the communications and processing.
There are two types of the social card.


Informational social cards allow:
- get personalized data about benefits that person is eligible for;
- make appointments with social worker, doctor or manager;
- establish direct access to regional authorities;
- receive personalized offers from service providers;
- use special discounts in selected stores;
- use card for a privileged
- use a card as the preferential ticket in public transport;
- store the personal medical information including the passport of health and risk of the specified diseases.
Payment social cards integrate features of informational social cards and traditional bank card, as a result, cardholders allowed:
- receive social and pension payments;
- save money on the special bank account associated with the social card;
- pay for goods and services using not only Internet kiosks, but anywhere (ATMs, stores, etc.) in organizations accepting VISA cards.
